On March 1st 1991, the Federal Anabolic Control Act was put into
effect, definig that "Real Anabolic Steroids shall mean any
drug or hormonal substance, chemically and pharmacologically related
to testosterone." It also put anabolic steroids on the schedule
III of the Controlled Substance Act, making them an illegal substance
without a prescription.
